Job Description:
Provides leadership and direction of Regional strategies for recruitment of permanent employees, Contingent Workers, and Supplemental Staffing employees. Oversees diversity hiring, and affirmative action hiring plans. Directs identification and analysis of employment trends, conditions and opportunities, and leads development, implementation, administration and communication of related programs, policies, procedures and activities in these areas. Participates as member of regional human resources leadership team involved in broad based human resources related discussions & decisions. Provides consultation, data interpretation and gap analysis for forecasting needs, labor costs and productivity. Assists with the design, development and implementation of career management support programs to provide employment, career mobility and career path opportunities. Designs, develops, and implements training programs in recruitment, on-boarding, sourcing, interviewing, assessment and selection methodology. Collaborates with Regional leadership to develop and implement affirmative action plans and assures that audits of and progress towards affirmative action goals are properly overseen. Supervises assigned staff. Manages payroll and/or non-payroll budgets. Insures departmental compliance with hiring practices.

Basic Qualifications:
• A minimum of 10 years of experience in a progressive supervisory and management role.
• A minimum of 10 years of experience in workforce planning, pipeline development, recruitment strategy development, staffing and /or recruiting operations experience.
• A minimum of 7 years of experience in perm placement recruiting, account management, customer service, and staffing agency/on-site staffing operations.
• Extensive training and responsibility for human resources, operations, and departmental P/L performance.
• Demonstrated knowledge of government employment regulations, court decisions and professional standards and practices related to OFCCP, Employment and EEO/AA.
• Demonstrated ability to lead professionals through influence and collaboration.
• Excellent communication skills.
• Demonstrated ability to establish and manage performance and outcome metrics.
• Demonstrated ability to work collaboratively with colleagues and staff.
• Bachelor’s degree or 4 years equivalent added work experience.
